The Philippines Studies Group (PSG) is one of six country committees of the Southeast Asian Council of the Association for Asian Studies (AAS). PSG offers an interdisciplinary forum for the exchange of scholarly ideas and the promotion of Philippine Studies. Members are scholars and/or practitioners engaged in such professions as teaching, publishing/research, non-government organization work, government work, and business in the United States, the Philippines, and elsewhere. Everyone interested in promoting Philippine studies is invited to attend the annual PSG business meeting: held, each year, at a location listed in the program of the Association for Asian Studies Conference schedule. New members are invited to serve as board members and in other capacities.

The Philippine Studies Group of the Association for Asian Studies is administered by an Executive Secretary and Advisory Council. All decisions, including elections, pertaining to the governance of the PSG are made in a consensual manner at the annual business meeting held at the AAS conference. All members and prospective members are invited to participate in the PSG business meeting. The current Executive Secretary is Benito Vergara, Jr., and the Vice President is Paul Rodell. The Executive Secretary, Vice President, and Advisory Council members are elected for three year terms.

Philippine Language Training:

SEASSI 2008
June 16 to August 8

SEASSI - the Southeast Asian Studies Summer Institute - is an
eight-week intensive language training program for undergraduates,
graduate students and professionals. It has been held since 1983 and
hosted for the last 7 years by the University of Wisconsin in Madison.

Instruction is offered for academic credit in nine languages at the
1st, 2nd, and 3rd year levels : Burmese, Filipino, Hmong, Indonesian,
Javanese, Khmer, Lao, Thai & Vietnamese. Scheduling of classes is
contingent on sufficient enrollment, especially at the upper levels.

Each language course is equivalent to two semesters of study, with
full academic year credit. Instruction is given in small
individualized groups taught by a team consisting of a coordinator
(usually a linguist specializing in Southeast Asian language pedagogy)
and teachers who are native speakers of that language.

Advanced Filipino Abroad Program (information from 2008)

ADVANCED FILIPINO ABROAD PROGRAM The Advanced Filipino Abroad Program (AFAP), now on its 8th year, is funded by the U.S. Department of Education and administered by the University of Hawaii Center for Southeast Asian Studies. Dr. Teresita V. Ramos, Director of the program has announced that for the year 2008, the summer intensive program will begin June 16 and end July 31, 2008. A national selection will take place sometime in February 2008. Application deadline is January 31, 2008. However, you can email a one-page information sheet about yourself soon, the deadline may be extended up to February 7, 2008. These summer programs are designed to provide American teachers and students with the opportunity to learn the Filipino language (Tagalog) in a Philippine setting, through a unique short-term immersion program. Unlike the typical and conventional travel abroad programs, it focuses on advanced-level language acquisition and consists of a structured academic program of four hours every morning and from two to three hours of task-based language use in the afternoon. The latter activity provides the participants maximum exposure to native speakers outside the classroom. It is this combination of structured and unstructured learning environments that is difficult to duplicate in the student's home institution. This program has five primary goals: It is designed to provide intensive and specialized instruction in Filipino (Tagalog) for advanced students and teachers of Filipino and Philippine studies within its natural, cultural, and social context. It will enable participants from a variety of American institutions and different disciplines to supplement their previous training in Filipino and to attain a high level of language competence within a relatively short period of time. It is intended to promote cooperation between the United States and the Philippines and stimulate discussions among scholars from these countries. It aims to provide in-country experience and preparation which will enable the participants to deal with cross-cultural stress in the Philippine society and to develop the social skills necessary for life in the Philippine society before they go into the field. It will provide potential researchers an opportunity to see their chosen area first hand, and to select appropriate research sites and introductory contacts. It will provide and test a body of pedagogical materials for intensive language study abroad programs and field test proficiency examinations in Filipino. The AFAP was first funded for $45,000 by the Fulbright-Hays Group Projects Abroad Program in the summer of 1991. It was funded again in 1993 at $120,000 for 3 summers, and again in 1996 at the same amount. This year 1999, AFAP's eighth year, the program was again funded $141,000 for 3 summers. The program has received a total of $426,000 from Fulbright-Hays Groups Projects Program of the U.S. Department of Education since 1991. A consortium of six universities supports this program: Cornell University; University of Hawaii; University of Michigan; University of Wisconsin at Madison; University of California at Berkeley; and University of Washington. They contribute consortium fees, participate in the selection of participants, and their Tagalog faculty act as co-directors for the project. Students' evaluations of this program reveal extremely positive feedback. Their overall response spoke highly about their maximum exposure to Philippine language and culture. They attribute significant gains in achieving higher proficiency in Tagalog to this aspect of the program. it is a level of proficiency in Filipino which existing programs in the United States are not able to achieve. This experience not only adds immeasurably to their language competence, it develops greater awareness and sensitivity about another culture, and possibly of their own.   • Association for Asian Studies Annual Conference
    The Association for Asian Studies (AAS) http://www.aasianst.org/ — the largest society of its kind, with approximately 7,000 members worldwide—is a scholarly, non-political, non-profit professional association open to all persons interested in Asia. It seeks through www.aasianst.org publications, meetings, and seminars to facilitate contact and an exchange of information among scholars to increase their understanding of East, South, and Southeast Asia.     All members qualify to submit a proposal for the 2008 annual conference in Atlanta, April 3-6, 2008.   • Call for Contributors to Asian American Folklore Encyclopedia Project.  Asian American folklore is the folklore spreading among the Asian immigrants in U.S. America. For example, Famulan is still a role model to many Chinese Americans and the relevant information concerning the story of Famulan needs to be provided, including its original version and its version in the USA. (Maxine Hong Kingston gave her version in her book: The Warrior Woman).  There are many other examples. Asian Studies specialists and authors are cordially invited to consider serving as a contributor to this new project.

PSG Business Minutes (2007)

  • Philippine Studies Group Minutes Annual Meeting, March 23, 2007; 7 – 9 p.m. Boston

 

1. PSG President, Sunny Vergara chaired the meeting.

 

The Minutes from the 2006 PSG meeting were approved, and Lynne Milgram volunteered to take the minutes for the 2007 meeting.

 

2. Budget: Information on the budget was presented: there is $1214.55 in the PSG committee account as of September 2006.

 

3. Pilipinas: A Journal of Philippine Studies

 

· There was extended discussion on the status of Pilipinas. Specifically, Paul Rodell explained that as requested at the 2006 meeting, the Pilipinas review committee had informed Paul Matthews, current editor of Pilipinas, that the PSG had voted that editorial control of the journal be returned to the US. Paul Matthews stated that the PSAA (Philippine Study Association of Australia) remained interested in keeping and maintaining the journal in Australia. According to other PSG members, who subsequently made inquiries into the status of PSAA, PSAA may have been disbanded, but this will be looked into further.

 

· Journal Issue 45 is now a year late. Members stated that Paul Matthews is no longer living in Australia, but in Taiwan and thus has no logistical support to assist in the journal’s production. Paul Matthews has now had an additional transitional year. Barbara Gaerlan spoke about an on-line book review version and Paul Rodell addressed the fact that many subscriptions had not been renewed.

 

ACTION: Susan Russell will work with Sunny Vergara to again inform Paul Matthews of the PSG decision to have control of the journal return to the US. They will also check with any remaining PSAA members to see if Pilipinas subscriptions have been renewed.

 

Susan Russell will also explore the possibility of PSAA (if they still exist) and PSG sharing copyright responsibility.  Two moves forward on this issue were proposed.

 

A) MOTION: Jack Larkin encouraged PSG to take whatever steps necessary to sever all PSG relationships with Paul Matthews. Jack Larkin made the motion, seconded by Barbara Gaerlan. A vote on this motion was taken and agreement was unanimous (22 agreed).

 

B. Prior to the 2008 PSG meeting, members will then vote about the future of the journal. Sunny Vergara will send out an e-mail survey to the membership on this question.

 

3. SEAC (Susan Russell): Susan Russell presented her report on the SEAC meeting. She explained that the maximum request from SEAC for funds to bring in an international scholar is $1,000. She suggested that PSG should have some activities to raise money for this purpose.

 

· From this SEAC discussion, other issues that arose include: a discussion about how to make the PSG listserv more active – Sunny will poll the membership for some ideas. Lindy asked how PSG could get more Philippine scholars talking to one another and suggested a PSG bulletin Board that could serve members.

 

· There was a suggestion of instituting dues of $20.00 for voting members. Members asked on what would the PSG dues be spent? One suggestion was to use the dues as a resource for Philippine scholars or to forward the funds to Kathy Nadeau as a resource for the PSG website and ID for the organization.

 

· Connected to this discussion was the suggestion that the PSG By-Laws be reviewed and brought up to date.

 

· Lindy also suggested having a mid-year PSG meeting in addition to meeting as the AAS.

 

5. Grant Goodman Prize (John Larkin): John Larkin announced that the 2006 winner is Vicente Rafael and read his award citation. Sunny Vergara read Vince’s acceptance speech.

 

· John Larkin also wants to raise the amount of the prize from $500.00 to  $1,000. All  members agreed to this raise, and Nita Churchill was asked to contact Grant Goodman regarding this.

 

·John Larkin also announced that he is stepping down as Chair of the Grant Goodman Prize Committee.

 

MOTION: Jack suggested that the Grant Goodman Prize Committee solicit nominations for a new committee Chair. The motion was seconded by Lynne Milgram. The three members in the nominating committee are: Resil Mojares, Susan Russell, and Roger Bresnahan.

We also wish to thank Jack Larkin and Patricio Abinales, the outgoing members of the Grant Goodman Prize Committee.

 

6. Advanced Filipino Abroad program: Joi Barrios-Leblanc reported on the status of the program. There were 28 applicants for the last of the 4th cycle of  language study; 14 students studies at 2 campuses in Manila. The program will be applying for a new grant and the program is open to US citizens and permanent residents who are students.

 

7. ICOPHIL 8, Manila 2008. Lindy Aquino and Nita Churchill. Nita outlined the history of the ICOPHIL and EUROPHIL (every 2 years) conferences and how best to keep these two meetings coordinated. PSG members agreed that the best time for ICOPHIL in Manila is late July 2008. The meetings will be held at the Intercontinental Hotel and will also be supported in the Philippines by PSCC. Nita pointed out that ICOPHIL needs funding and sponsors. This discussion will continue.

 

The PSG members discussed contacting Roger Bresnahan about the 2012 meetings at Michigan State.

 

8. Philippine Studies Association (Manila). Nita Churchill’s original term (2003 – 2005) as PSA (Manila) President has been extended to the present. Nita would like to step down as president in 2008. Because ICOPHIL 2008 will be in Manila, Nita has agreed to stay on as PSA President to work on this conference. She pointed out that during the time she is not in Manila, no one is steering PSA.

 

9. SEASSI: Mike Cullinane reported on the undergraduate scholarships in Southeast Asian languages.

 

10. Elections: MOTION: Paul Rodell moved that outgoing members of the Advisory Council – Adelwisa Agas Weller, Bernardita Churchill, Barbara Gaerlan, Ruth Mabanglo, and Oona Paredes – be re-nominated as continuing members. The new members elected to the Advisory Council are Richard Chu, Cheree Quizon, and Bill Wise.

 

The continuing elected members of the Advisory Council are: Kiko Benitez, Jay Gonzalez, Steven Mackay, Lynne Milgram and Rhacel Parrenas.

 

Continuing permanent members of the Advisory Council include: Patricio Abinales, Roger Bresnahan, John Larkin (Grant Goodman Prize committee); Kathy Nadeau (webpage design); Sunny Vergara (listserve); Barbara Gaerlan (book review editor for Pilipinas); Lindy Aquino (Director, Philippine Studies Center); Paul Rodell (vice-president).

Constructing and Deconstructing Resistance in the Philippines: Centennial Legacies of Macario Sakay

The keynote speaker will be Dr. Rico Jose from the University of the Philippines, Diliman.  The goal of this conference is to recognize the centennial of General

Macario Sakay's death.  Sakay's resistance to Spanish and American colonial rule has produced parallel frameworks of analysis where his legacy as Filipino freedom fighter emerges in conflict with his execution as a criminal by U.S. forces in 1907.  In the past century, Filipino resistance has been variously constructed and deconstructed, and the anniversary Sakay's death offers an opportunity to revisit these historical sites of contestation.

Goodman Prize Committee:

The Philippine Studies Group, a constituent of the Association for Asian Studies, awards the Grant Goodman Prize every two years, or so, for outstanding contributions to Philippine historical studies. This is a lifetime achievement award and is open to all scholars across academic disciplines, providing their work is innovative and incorporates an historical perspective. The Grant Goodman Prize was established in 1990 with a generous gift from Grant Goodman, Professor Emeritus, Department of History, University of Kansas.

 

Nomination instructions: nominations can be made for living persons of any nationality who have made substantial innovative contributions to Philippine history. Anyone can make a nomination and should include a CV of the nominee and a letter explaining why you think your nominee is qualified to receive this prize. 

 

The award ceremony is held at the annual PSG business meeting, which is held during the annual Association for Asian Studies Conference meeting at a specified location listed in the conference program http://www.aasianst.org/

 

There is no limit on the times that you can nominate a candidate for this award. If your nominee was not selected previously, we invite you to re-nominate him or her by resending a new nomination letter together with an up-to-date resume that covers his or her career accomplishments over a lifetime of work. To make the award to deserving individuals it is important that you re-submit updated nominations to the selection committee for their consideration in the new bi-annual cycle.
